I installed Appox 500 sq ft of raw unpolished 24" x 24" granite tiles various colors and types and thickness's.  Because the variance in thickness was so extreme <1/2" to >1"   I could not get every tile level by increasing or decreasing thickness of the mortor close but not exact.

I want to cut them down with a diamond cup in order to level the floor but afraid with only finding 4"-5" cup I will make it worse. I would like to find a cutter and staggered polishing set (6-8 step 60-3000 grit??) that will go on a floor burnishing of 16" -20". Is there such a product line?   
I was thinking a few hundred to maybe just under a thousand I'm willing to spend on it not a few thousand Smiley

You need to use a floor machine with a series of pads starting with a metal disc set for levelling it. You would then use resin pads to bring up the color and to remove all the scratches from the first discs.
You would need at least 5 of each of the following:
Metal bond coarse discs (cost is $60 - $80 each, depending on size and brand)
metal bond medium discs (cost is $60 - $80 each, depending on size and brand)
50 grit resin pad (cost is $12 - $20 each, depending on size and brand)
100 grit resin pad (cost is $12 - $20 each, depending on size and brand)
200 grit resin pad (cost is $12 - $20 each, depending on size and brand)
400 grit resin pad (cost is $12 - $20 each, depending on size and brand)
800 grit resin pad (cost is $12 - $20 each, depending on size and brand)
1500 grit resin pad (cost is $12 - $20 each, depending on size and brand)
3000 grit resin pad (cost is $12 - $20 each, depending on size and brand)

and then you should use a polishing compound like Diaglo at the end.
The cost for all of this would be somewhere around $1,000 - $1,500 depending on what bells and whistles you get with this setup.
This is how a professional would do this. If you do this with a hand tool it will come out looking poorly done.
