What are the best pads to use for polishing (and cutting back) glass?

Cutting back is being a bit more aggressive and removing a little more material than just surface scratches and polishing.

I know that PVA discs will work for this. They can be used on a high speed grinder and while not the fastest tools you can use they surely won't break the bank.
